105 companies use regional investment standard components in Chelyabinsk Region
The most popular tools among investors are an investment map and work on project implementation with an agency - the Investment Development of the My Business center in the Chelyabinsk region.
In 2021 the Chelyabinsk region became one of the 12 pilot regions for the implementation of the investment standard. This is a new mechanism which implies clear, unified and public rules for the work of all participants in the investment process - investors, government agencies and resource supply organizations - to be introduced in each region. These rules cannot be changed unilaterally.
The investment standard includes 5 parts:
1. Investment Declaration – contains the obligations of the region management. In particular, non-deterioration of conditions, prompt resolution of disputes, strict observance of the conditions for providing support measures to the investor.
2. Investment Development Agency – the tool implies the formation of a single standard for such agencies throughout the Russian Federation, which should provide support for the implementation of investment projects on the one-stop principle.
3. Investment Committees will become a platform for prompt resolution of all issues in the pre-trial order.
4. Investment rules code – a document describing specific step-by-step algorithms for solving typical investor tasks, such as obtaining the necessary permits, connecting to infrastructure, obtaining and financial support, hiring personnel, and others.
5. Interactive investment map – a map of the region with all the necessary information for the investor, including the planned placement of facilities, restrictions and encumbrances, tariffs, communications.
In 2022, according to the assessment of the Federal Group for the Creation of a Support System for New Investment Projects, the work on the implementation of the regional investment standard was successfully completed. The region also acted as a mentor in this area for the teams of the Sverdlovsk region, the Khanty-Mansiysk and Yamalo-Nenets Autonomous Districts.
