Public-private partnership - new opportunities for the Chelyabinsk region

A session on public-private and municipal-private partnership was held as part of the "M51: Time to love Numbers" forum. The participants discussed the role the interaction between the parties plays in the socio-economic development of the Chelyabinsk region.

The PPP platform was set up at "SVOBODA 2" creative cluster . Municipal investment teams of the region met with federal speakers who raised important topics in terms of the development and implementation of public-private partnerships. Artem Sagdakov, the head of the investment development direction of the My Business Center, welcomed the participants of the educational platform: "Today we would like to discuss projects related to sports, tourism and the social sphere. I believe that it is necessary to strengthen these areas in the districts of the region so that the infrastructure created ensured a high quality of life. I hope, when we meet next year, we will not discuss plans, but concrete initiatives in operation or planned to be launched.".

The participants met speakers from Moscow, St. Petersburg, KhMAO, Amur Region and Irkutsk. One of them was Sergey Afanasiesv, a member of the NAAIR Board, curator of the NAAIR PPP expert platform, Director General of the Khanty-Mansiysk Autonomous Okrug - Yugra Development Fund. He spoke on how to bring the interests of business together with those of the state.

"PPP is something that allows for a different perspective on the projects. The system will allow you to develop and understand how to concentrate on a customer, see the investors' needs. It is they who create businesses and bear moral obligations to society when they enter into concession agreements or PPP agreements," commented Sergey Afanasyev.

The experts also discussed PPP in sports. Elena Sandakova – Head of the PPP Mechanisms Development Department of the Investment Development and State Property Management Department of the Ministry of Sports of the Russian Federation, noted: "It is important for us to advertize our measures of public-private partnership support, especially to the teams of municipalities. Since the land plots are mainly owned by municipalities, and all concession agreements are implemented at the municipal level."

The results of the PPP mplementation in the Chelyabinsk region were also summed up. 12 of the most active municipalities were awarded letters of thanks for their work on updating information in the Automated Project Management System of the region, assistance in organizing the first investment meeting, efficient promotion of the municipality's interaction with investors and creating a favorable investment climate.
