2. with respect to regional or intermunicipal and local highways – according to the list of documents provided according to the regulatory legal acts of the entities of the Russian Federation or local self-government bodies approved in accordance with paragraphs 2, 3 of Part 5.3 of Article 20 of Federal Law No. 257-FZ of November 8, 2007 "On Highways and on Road Activities in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation" (hereinafter – Law No. 257-FZ).

Resulting documents:

1. Writtent consent including technical specifications and requirements.

2. draft assignment for the development of the land planning documentation in 2 copies;
3. the draft assignment for the engineering surveys in 2 copies. or an explanatory note containing a justification for the lack of such need.

1. A decision on the preparation of land plan documentation containing the assignment for the development of such documentation.

2. information prepared in the form of an electronic document on the territory boundaries in respect of which a public easement is established (hereinafter referred to as the boundaries of a public easement), including a graphic description of the location of the boundaries of a public easement and a list of coordinates for the characteristic points of these boundaries in the coordinate system established for maintaining the Unified State Register of Real Estate.

For easement:

1. application;
2. the scheme of the easement boundaries on the cadastral plan of the territory (if the establishment of easement is provided for in relation to a part of the land plot);
3. report on the assessment conducted in accordance with the legislation of the Russian Federation on evaluation activities to determine the easement fee.

Resulting documents:

For a public easement: the decision to establish a public easement.

For easement: notice on the possibility of concluding the easement agreement within the boundaries proposed by the applicant.

1. Design documentation approved in accordance with the established procedure.

1. Approved design documentation.

3. the details of the land use plan and the area demarcation project (except for the cases where the preparation of land planning documentation is not required for the construction/reconstruction of a linear object), the details of the land use plan in the case of issuing a permit for the construction of a linear object for which a land plot formation is not required;
4. the results of engineering surveys and the following materials contained in the project documentation approved in accordance with Part 15 of Article 48 of the Building Code of Russia:
   • explanatory note;
   • the right-of-way project executed in accordance with the land use plan (except for the cases where the preparation of land planning documentation is not required for the construction/ reconstruction of a linear object);
   • sections containing architectural and design solutions;
   • construction organization project;

5. positive conclusion of the project documentation examination;
6. a copy of the accreditation certificate.

Resulting documents:

1. Construction permit.

Incoming documents:

1. application;
2. title documents for the land plot;
3. the details of the land use plan and the area demarcation project (except for the cases where the preparation of land planning documentation is not required for the construction/ reconstruction of a linear object), the land use plan in the case of issuing a permit for the construction of a linear objectfor which a land plot formation is not required;
4. construction permit;
5. acceptance certificate of the capital construction facility (in case of construction, reconstruction on the basis of a construction agreement);
6. act confirming the compliance of the parameters of the constructed, reconstructed capital construction object with the design documentation;
7. conclusion of the state construction supervision authority;
8. the technical plan of the capital construction facility prepared in accordance with Federal Law No. 218-FZ of July 13, 2015 "On State Registration of Real Estate".
