2. Copies of title documents confirming the applicant’s ownership/other legal right to a land plot, the title to which are not registered in the USRN (if such titles are registered in the specified register, the relevant extracts from the EGRN with a date of issue not earlier than 30 days), certified applicant (if any).

Resulting documents:

1. Connectivity information:
   • information about the presence or absence of technical connectivity;
   • thermal load;
   • the term for connecting the facility to the heat supply system, which is determined, among other things, depending on the timing of the implementation of investment programs.
2. Information on the termination of obligations of the organization that provided information on the possibility of connection, if the applicant does not submit an application for the conclusion of a connection agreement within 4 months from the date of issue of the information.

1. Request for the provision of technical conditions for connection;
2. Copies of title documents confirming the applicant’s ownership or other legal right to a land plot, the titles to which are not registered in the EGRN (if such titles are registered in the specified register, the relevant extracts from the EGRN with a date of issue not earlier than 30 days), certified the applicant.

Resulting documents:

Technical connection conditions containing the following data:

1. Location and purpose of the connected object;
2. Requirements regarding the wiring diagram;
3. Information on the size of the total connected heat load, indicating the type of coolant and its parameters (pressure and temperature), reliability category;
4. Requirements for the location of the connection point to the heating network, the location of the engineering and technical equipment of the connected facility, accounting for thermal energy and heat carriers;
5. Parameters (pressure, temperature) of heat carriers and the limits of their deviations at the points of connection to the heat network, taking into account the increase in loads in the heat supply system;
6. Technical requirements for the method and types of laying heat networks and insulation of pipelines;
7. Requirements and recommendations for the organization of metering of thermal energy and heat carriers;
8. Requirements and recommendations for an automated control and dispatching system for engineering equipment of a connected capital construction facility.

Incoming documents:

1. Application for concluding a connection agreement (in case of submitting a complex application for connection, the application is signed by all applicants);
2. Copies of title documents confirming the applicant’s ownership or other legal right to a connected facility or land plot, the titles to which are not registered in the EGRN (if such titles are registered in the specified register, relevant extracts from the EGRN are submitted with an issue date not earlier than 30 days) certified by the applicant. For the purposes of construction of facilities of federal importance, facilities of regional importance, facilities of local importance, in the absence of title documents, a decision is attached on preliminary approval of the provision of a land plot for the purpose of construction of capital construction facilities; a copy of the approved land surveying project and (or) urban development plan of the land plot, certified by the applicant; the layout of the land plot (land plots) on the cadastral plan of the territory; a document on the characteristic points of the boundaries of the land plot in the coordinate system, established for EGRN keeping, on which it is planned to conduct the construction (reconstruction, modernization) of the connected facility;
3. Situational plan for the location of the connected object with reference to the territory of the settlement or elements of territorial division in the heat supply scheme;
4. Topographic map of the land plot on a scale of 1:500 (for quarterly development 1:2000) indicating all ground and underground communications and structures (not attached if the applicant is an individual who is creating (reconstructing) an individual housing construction facility);
5. Copies of documents confirming the authority of the person acting on behalf of the applicant (when the application is sent by the representative of the applicant), certified by the applicant;
6. For legal entities - copies of constituent documents, valid bank details certified by the applicant, for individual entrepreneurs - copies of the OGRN and TIN certified by the applicant, valid bank details, for individuals - copies of the passport / other identification document and TIN certified by the applicant;
7. If available, an approved integrated scheme for engineering support of the territory, an approved project for planning the territory and (or) a building permit.

Resulting documents:

Letters to the applicant with a proposal to choose one of the following options for creating the technical possibility of connecting to heat supply systems:

• conclusion of a connection agreement with a fee established on an individual basis, without making changes to the contractor's investment program and with the subsequent introduction of appropriate changes to the heat supply scheme in the prescribed manner;
• the conclusion of the connection agreement will be carried out after the necessary changes are made to the heat supply scheme and (or) the investment program of the contractor and (or) a related organization.

1. Response from the applicant to the heat supply organization.

1. An application for concluding a connection agreement registered by a heat supply/heat network organization.

1. Connection fee application:
   • copies of title documents (copies of civil law contracts, concession agreements, in case of reorganization of a legal entity - deeds of transfer) confirming the right of ownership, other legal right in relation to immovable objects (buildings, structures, structures, land plots) used to conduct regulated activities, the titles to which are not registered in the Unified State Register of Real Estate (if such rights are registered in the specified register, information about these buildings, structures, structures, land plots is provided);
   • calculation of expenses included in the connection fee (estimates for determining the costs of construction (reconstruction), indicating the applied indices, norms and standards for calculation;
   • connection fee calculation;
   • a copy of the document on the appointment of a person entitled to act on behalf of the organization without a power of attorney.

1. The decision of the regulatory body to approve the connection fee;
2. Signed connection agreement.
